What is a Rate Study?

A rate study is a comprehensive financial analysis that determines an appropriate rate needed to cover short and long-term operation and maintenance of a water or wastewater system and is essentially a process to set fair water prices based on the actual cost of service.


Our rates study services include conducting water or wastewater rate studies to evaluate whether current rates achieve the objectives of revenue stability, equitable cost recovery, and rate payer affordability. Rate study reports are based on information provided by the utility’s management or designated staff. At conclusion of the study, SUSP Engineering produces an administrative report that outlines findings. The administrative report includes analysis of revenue requirements, cost of service, and recommended rate adjustments. A draft report is typically produced within three months after receiving all the necessary data to complete the study and a final report shortly thereafter.
